The JobKeeper Payment, which was originally due to run until 27 September 2020, will now continue to be available to eligible businesses (including the self-employed) and not-for-profits until
28 March 2021. Businesses and not-for-profits must satisfy the turnover tests from 28 September 2020 and again on 4 January 2021 by demonstrating that they have suffered an ongoing decline in turnover using actual GST turnover.
To be eligible for the JobKeeper Payment from 28 September 2020 to 3 January 2021 employers must reassess their eligibility with reference to actual GST turnover in the September quarter 2020 compared to the actual GST in the September quarter in 2019.
To be eligible for the JobKeeper Payment from 4 January 2021 to 28 March 2021 reassessment of eligibility will be in reference to actual GST turnover in the December quarter 2020 compared to the actual GST in the December quarter in 2019.
From 3 August 2020, the date of employment for assessing employee eligibility will move from 1 March 2020 to 1 July 2020, increasing employee eligibility for the existing scheme and the extension. The other conditions for eligibility of employees remain the same.
An eligible employee:
The payment rate of $1,500 per fortnight for eligible employees and business participants will be reduced to $1,200 per fortnight from 28 September 2020 and to $1,000 per fortnight from 4 January 2021.
From 28 September 2020, lower payment rates will apply for employees and business participants that worked fewer than 20 hours per week in the relevant reference period.
Due to the stag 3 and stage 4 restrictions imposed in Victoria, the Victorian government announced further grants to impacted employing businesses. Businesses in regional Victoria will be supported through a $5,000 grant and businesses in metropolitan Melbourne or Mitchell Shire will be eligible to receive a $10,000 grant. This program will close on the 14th of September 2020. Please contact our office urgently if you wish to apply or have any queries.
Recently, arguments both for and against increasing the rate of compulsory superannuation guarantee ('SG') have continued to be tossed around! The SG is the compulsory amount of superannuation an employer must pay into an eligible employee’s chosen super fund. The rate of SG has been frozen at9.5% of an employee’s ordinary wages since July 2014, but from 1 July 2021 it is due to incrementally increase (by 0.5% each financial year) until it ultimately reaches 12% in July 2025. As a result, the superannuation guarantee rate is currently set to increase to 10% from 1 July 2021. At this stage, despite a lot of political rhetoric and media coverage, no change has been announced to change these set plans.
Audit activities by the Australian Taxation Office and other government agencies will become more prevalent in line with the recent JobKeeper scheme and the local government grants. We recommend “audit protection” to all clients that will cover the professional fees incurred in the event of such an audit.
